Do we need the paragraph starting "In 2003..."? It is all a little political, and a lot of writing for something that didnt come to anything. Okay, so this isn't exhaustive or definitive at all, just a quick ramble (written while at work) to get something started, feel free to be unmerciful with it. There's plenty more to add I'm sure.
